Community Wellness Center Project

The Wellness Center continues to rise at the corner of Gallatin and North M Streets! Crews recently completed roof installation over the lap pool and the walk in pool with therapy and learning areas has fully taken shape. With the lap pool walls in place, work is now shifting to enclosing the gymnasium, entrance, and workout spaces. The project remains on track for a winter 2026 to 2027 opening.

At the September 2 City Commission meeting, the City Manager provided an extensive update on construction status, the project budget, and upcoming opportunities for the community to help shape features of the Wellness Center. That video is available to the right of this paragraph.

Location

The Wellness Center is located within Katie Bonnell Park at the corner of Gallatin and North M Streets. The project site expands the park from 1.8 acres to nearly 5 acres by incorporating adjacent parcels, ensuring both indoor and outdoor recreation opportunities. The City continues to prioritize preserving existing amenities like basketball courts and playgrounds while adding new features connected to the Wellness Center.

Environmental assessments have confirmed that the site is safe for public use. Out of caution, a soil gas venting system will be included in the building design, similar to radon systems commonly found in Livingston homes.

Building Programming

The Wellness Center design reflects community priorities identified in the 2019 needs assessment, including an indoor pool, walking track, and gymnasium. The current plan includes:

  • A six lane lap pool
  • A separate shallow water recreation and therapy pool with walk in entry, water channel, small slide, and seating areas
  • A gymnasium sized for a full basketball court or multiple pickleball courts
  • An indoor walking track
  • Fitness and weight training areas
  • Community gathering rooms
  • A child watch space
  • A concession area
  • Outdoor features of Katie Bonnell Park will remain, with basketball courts and children’s play areas continuing to serve the neighborhood.

Capital Funding

The Four Ranges Community Recreation Foundation is responsible for raising all funds for the design and construction of the facility. The project cost is estimated at $24 million, with roughly $20 million already secured. Fundraising efforts also include building a $5 million operating endowment to support long term sustainability.

The Foundation continues to work with donors and pursue the New Market Tax Credit program to close the funding gap. Donations are actively being accepted.

Operating Arrangements

Once complete, the Wellness Center will be owned by the City of Livingston and operated by the City’s Recreation Department. Operations will be supported through the Livingston Recreation Facility District, approved by voters in March 2024. The District may levy up to 30 mills, which equals $40.80 per $100,000 of assessed property value.

Residents and property owners within the District, including renters, will receive free entry to use the pools, walking track, gym, and fitness areas. Classes and special programs will be offered for an additional fee. The City is also engaging outside partners to expand programming that supports community wellness.
