Manager's Message

Thank you to everyone that was able to attend the City Commission meeting on February 7 where the implementation of the City of Livingston Growth Policy was presented and discussed. If you missed the meeting, the materials are located on our website at  www.livingstonmontana.org/GrowthPolicy

The Planning Board and Zoning Commission continued the process earlier this week with meetings focused on the development of a planned unit development ordinance, one of the primary land use recommendations included in the Growth Policy. Videos of all meetings are also on the City website  https://www.livingstonmontana.org/meetings.

I hope that you will join us in the implementation process as we embark upon the path that was laid in 2021 when the Growth Policy was developed and adopted.

City News

At the upcoming City Commission meeting on February 21, the Commission will consider updates to the Livingston Municipal Code section on signs. The revisions are the product of a process that started with the Historic Preservation Committee last year and will help ensure that the downtown area retains its historic look.
The City Commission will also receive an update on the City’s work to implement improvements to comply with the Americans with Disabilities Act from the Public Works Department. The update will include information on projects that will be undertaken this construction season around the City.

We hope you can join us, either in person or remotely!

Construction begins!

They say there are two seasons in Montana, winter and road construction.

The Green Acres Sewer Extension project kicked off on Tuesday, with both. As this project moves forward, we will be releasing an updated traffic control plan for area residents. That means residents will be navigating road closures and detours for the next several months, we ask for you that you be polite and courteous to our project-related staff.

It was announced during Thursday's meeting at the Fieldhouse that Public Works has a supply of green flags for residents to mark where they want their sewer supply connection. They may be picked up at 330 Bennett Street between 7-4 p.m.

Weekly project meetings with the contractor will be held at Green Acres Park on Tuesdays, starting at 9:00 a.m. For information on the projects visit:

Treat Roots in Your Pipes Before Spring Growth Starts

The City of Livingston sometimes receives calls from distressed property owners who are experiencing sewer backups. Following a backup, property owners learn the cause of their backup is due to tree roots in their sewer system.

Many homes in Livingston were built 70+ years ago, and materials such as clay tile and orange berg were used for sewer service before PVC pipe was available. The joints in these materials did not seal as well as the modern-day PVC does.

Spring is a time when trees extend their root systems out further in search of water and nutrients. Roots naturally thrive in the warm, moist, nutrient-rich soil well above sanitary sewers. Tree roots are attracted to the water and oxygen leaving a bad seal or weak joint, and they follow the trail to the source of the water and oxygen. Eventually, the roots push through and crack the pipes or joints infiltrating the line and eventually leading to dislodged connections, blockages, line collapsing, and sewer backups.

If you have a history of roots in your pipes, you should manage them now.

Licensed plumbers are usually able to work through these clogs with root-cutting tools. However, tree roots are fast growing and once they have made it through an opening in a pipe they will continue to quickly regrow, and why many older service lines are root cut/cleaned several times a year to continue to function.

Plumbers may also be able to install a resin-coated liner into the pipe to seal the joints. Sewer pipe replacement with PVC will offer a permanent solution to the problem, and removing the tree will NOT resolve the issue of cracked or broken pipes.

Read more about what you can do if you do have a sewer backup.
